empirica supports nine procurers in developing solutions for more effective emergency medical services in Europe

The iProcureSecurity PCP project kicked-off in September 2021 an exciting journey aimed at developing innovative triage management systems that can strengthen the resilience and interoperability of emergency medical services in Europe. The main goal of the project is to improve triage scenarios through a flexible management system that provides:

  • a quick and accurate overview of casualties and their status
  • decision support for better allocation of available resources and quicker support for casualties
  • improved interoperability with other first responders and relevant actors
  • reduced handover times between ambulance transport and hospitals, as well as
  • insights for quality assurance and training measures.

To achieve this, the project brings together 12 partners from six countries. iProcureSecurity is a pre-commercial procurement project, which is a type of project that involves the procurement of solutions from multiple suppliers in competitive phases.

As a project partner, empirica is supporting the procurers of the solutions: nine organisations responsible for emergency services at regional and national level in Austria, Greece, Italy, Spain, and Turkey: in carrying out the procurement. This involves a preparatory phase in which empirica supports the procurers in organising Open Market Consultations (OMC) with potential suppliers in preparation for an international call for tenders. empirica will support the procurers throughout the preparation of the call, the call and the subsequent PCP phases of research and development of different solutions, leading to at least two solutions fully developed and piloted by the procurers.

empirica’s participation in the iProcureSecurity project is the latest of a series of PCP activities. Over the last six years, empirica has supported more than 20 procuring organisations in Europe in developing solutions that address their unmet needs in health, environment and energy, including:
