Challenge
Achieving a circular economy is central to the European Green Deal, enhancing economic resilience, meeting 2030 SDG targets, and reducing climate impact. Yet, municipal-level progress remains slow: The complexity arises from fragmented knowledge sources, language barriers, dispersed indicators, and siloed technology pilots. Municipal staff and local businesses often lack accessible, scalable tools and knowledge to transition effectively.
Solutions
CircularPSP operates as a Pre-Commercial Procurement (PCP) project funded under Horizon Europe, coordinating 7 procurers from Germany, Finland, Türkiye, Sweden, Ireland, Portugal, Slovenia, and the UK, representing 45 million citizens. Through a competitive process, suppliers are tasked to develop an AI-driven platform integrating case study databases, multilingual taxonomies, and step-by-step guidance tools. The solution supports municipal staff and local SMEs in planning, implementing, and monitoring circular economy (CE) initiatives. It emphasizes user-driven features such as matchmaking with local providers, KPI tracking, and training components.
Results
By offering an affordable, scalable digital platform, CircularPSP enables both large and small municipalities to adopt CE practices efficiently. It removes barriers in knowledge, language, and operational workflows, fostering peer-to-peer learning and data-driven decision-making. Demonstrator sites across eight cities—Berlin, Helsinki, London, Istanbul, Dublin, Guimarães, Stockholm, and Ljubljana—will operationalize solutions in practice, with further adoption by a broader Follower Network. Ultimately, CircularPSP accelerates municipal CE transitions and promotes resilience through shared digital innovation.
