Challenge

As Europe moves toward more connected and patient-centric healthcare systems, a key obstacle remains: the fragmentation of electronic health data and the limited ability of digital solutions to operate seamlessly across borders. Despite the introduction of the European Electronic Health Record Exchange Format (EEHRxF), many healthcare providers and digital health innovators struggle with implementation due to inconsistent practices, a lack of digital readiness and insufficient support for interoperability. This hinders the broader vision of a unified European Health Data Space where data can travel safely and effectively to serve citizens wherever they are.

Solutions

To address this, the XpanDH project set out to build momentum behind the shared adoption of the EEHRxF by fostering a supportive environment for digital health actors across the EU. The brought together early adopters and guided them through practical applications of the EEHRxF using tailored resources and real-world case studies. The initiative placed strong emphasis on collaboration and hands-on support, enabling stakeholders to not only understand but also apply interoperability standards in practice. With Empirica leading several key efforts, the project mapped out the European electronic health ecosystem, focusing on digital health literacy. It joined over 100 stakeholders from diverse backgrounds, organising interactive workshops to co-develop solutions. Drawing on the legacy of initiatives like X-eHealth and DigitalHealthEurope, XpanDH ensured continuity while pushing innovation forward. A highlight of the project was the successful organisation of the EHRxF Summit 2023 in Brussels, which brought together hundreds of stakeholders to exchange insights, align goals, and boost visibility.

Results

XpanDH helped bridge the gap between policy and practice by translating interoperability standards into actionable steps for real-world implementation. It enhanced the capacity of institutions and professionals to integrate EEHRxF into their systems and services, advancing the vision of a truly interconnected European digital health landscape. By promoting digital health literacy and creating momentum through coordinated outreach and community engagement, the project laid essential groundwork for the future European Health Data Space. The initiative has left a lasting impact on how health data is understood, shared, and protected across borders.
